Your telegram No.6 of March 22nd, (Peking to
Foreign Office No. 268.)
I understand that system referred to, under which
His Majesty's Consuls in Eouth China ports counter-sign
Chinese permits for importation from Hongkong into
China of explosives and munitions, ante-dates, and was
in origin unconnected with arms embargo understanding
having been devised to assist Government of Hongkong to
control this trado. So fer as I am aware it has no
legal basis,
It would therefore appear to be a matter for Your
Excellency's government and Colonial Office to decide
whether or not to continue the practice with special
reference to cargoes transiting the colony. So far as
this Legation is concerned position is governed by
King's regulations 25 of 1919 issued with the object of
carrying out our obligations under arms embargo agrce»
ment of 1919.
